Guild Wars 2 Forum - Halloween Event

I’ve noticed the Halloween ghost NPC Ramsus, who does the Lunatic Inquisition, has a scarecrow staff. Is there anyway to actually get this item?

I was wondering this too. It is a great looking skin, and I would love to have this as a staff for my necromancer.
