If yes, from where? I’ve been searching for the Halloween door in Queensdale to no avail after Act 3 started. Please let me know where and when it is available again.

You may be able to kick start an event, as described in that thread, to have the doors reappear on your server. However, for some, this is a bug that I believe they are working on.
