Suspiscious Locations not giving Personalized Trick or Treat Bags

Anyone else not getting the bags from scanning? I got 5 from the diving one in LA but didn’t get those in the sewers, the underwater tower and the two lions eventhough I interacted with the Suspiscious Locations.

Anyone know if this is a bug?

They removed them because people were exploiting it.
