People were exploiting overflow in order to get infinite Trick-or-Treat bags from those nodes.
Blame shady people who would rather cheat the game than play it.
Goal: To have one character of every race, gender, and armor class combination at level 80.
Current progress: Human 4/6 | Charr 1/6 | Norn 1/6 | Sylvari 1/6 | Asura 1/6 | Total: 8/30
My guess is that they were too easy to farm, because every time you hit the overflow server, you can harvest them again. They were probably only meant to be lootable once per character per day.
The ToT bag locations in the explorable zones were not mentioned, so I assume those are still there.
Thats what I was wondering. Couldn’t they have just made the reset timers global (per character), so that if you did manage to hit the overflow you still wouldn’t be able to get infinite ToTs?

I believe the issue is that there are multiple overflow servers for Lion’s Arch. Much more so then any other area in the game. The exploit occurred due to this fact. Players were in a “new” version of LA which acted like a new area when they went from one overflow server to the next. I think global resets are area based, hence why this wouldn’t have been a decent solution.
The bright side is that there are still 16 other ToTs to be gathered per character per day for a total of 80 in Act 1.
With the possibility of more to be added with the next Acts.
I hope they plan on adding more to the explorable zones, then. If not, they are just punishing the innocent more than the guilty. There were, what, 11 ToT bags in LA? That’s almost half of the total ToT bags found from suspicious areas. (16 in the explorable areas I believe)
Actually there were 16 ToT bags in LA, so it was exactly half. =P
You must be missing the 5 from the diving board.
5 from the Diving board? I know about the ones from the lions heads underwater, and the underwater fountains, but where are these you speak of?
