mad king fight bugged

I went in two groups now and each time the mad king wont start the fight. not sure if more partys are getting this and its bugged???

He also affects only one person for the Mad King Says sequence. Anyone who doesn’t see their skillbar change can blissfully ignore the King’s commands. I’m pretty sure it is not supposed to work that way.
