That is an interesting way to look at freedom in the philosophical sense. It does remind me of some discussions I’ve had with my ardent utilitarian friends over the value of intense pleasure experienced by one person vs. distributed pleasure experienced by many.
However, in the pragmatic, political sense, freedom will always be understood in the context of civil, political, and economic liberties. As the people of a society have more of these liberties at their disposal, that society is freer.

After reading and skim reading through all these comments I couldn’t believe how many people passed it off with a phrase that said ‘it doesn’t matter, it’s just a game,’ when in fact it does. Every form of media alters peoples’ views, games actually more so as you are a participant. Your brain is still making these decisions, and the more you familiarise with them in a game, the more you do in real life, it’s a habit of thinking. Basically this means that, if you think that it’s alright, and you give into your impulses in a game world, it makes it easier to do the same in the real world, even if not by much, it still changes and actual persons opinions and views, thus their personality. The player and the character are one in the same.
However, in the OP’s context, I don’t see the separatists as being oppressed as though they are normal citizens, in fact they would be closer to a dangerous cult, though that’s not quite right either. When I did the task i passed it off thinking of them as terrorists, they terrorise the common people, they hinder advancement for peace and they themselves disrupt efforts between different races, just like terrorists these days, and as such, they even appeal to similar interests in others. Being in Ascalon, all of the citizens would more than likely have family members or ancestors who fought and died fighting against the Charr, some may even have their relatives fighting the Charr as vengeful spirits.
As a side note, there is nothing as false as freedom, everyone is bound by something, be it something individual like ideals, communal, such as laws, or universal, as is nature.
