The Charr arguably have the most powerful military, but they are politically divided and their forces are spread extremely thin.
The Norn are individually as strong or stronger than a single charr, but they are similarly politically divided and have no actual standing military.
The Sylvari have only existed for something like 25 years, so they simply do not have any means to conduct large scale war.
The Asura don’t really have a strong standing military, but I admit I don’t know very much about their military capabilities. They obviously have technology on their side.
Humans are a shadow of their former selves. They lack the technology, population, and production capability of the charr, but like the charr what little they have it stretched very thin.
There is no race in the game that has the means or motivation to conduct war. The charr are the most likely, and the most likely to win, if they get their kitten sorted out. The humans would probably be up there as well, but I really doubt they could do more than defend.
The whole theme of GW2 is the races coming together to defeat a common enemy. “Join or die” or “Divided we fall” are the popular motifs.
