Clipping will occur always. It’s unavoidable with the way the things are made. I’m not even sure if reducing the clipping would be possible to do, a dev would have to give some insight. Even if it was, I’m sure it would 1) be difficult as hell since there’s so many armors. 2) could not be possible to implement without requiring some godly PC setup.
I have an ele with the longest, straight hair, and it’s not that scary as I thought it could be. It’s actually the first game where I enjoy having a toon with a long hair.
Upper part (of this particular hairstyle) is rigged to move with the neck, so they’re stretching, you might find that ugly if you tend to fixate on details, and below that, they are animated with game physics.
They (long hairstyles in general) will clip with staves and armors with large collars/shoulder pieces. You can create a toon, teleport to the Mists, go to PVP locker and try out sets in preview.
As someone who played around with 3D models extracted from games, I can just say, clipping is sometimes the only way, need to learn to live with that.

I have a long-haired Mesmer (sounds like a type of house cat), and the level of clipping is mostly acceptable. The exceptions are the pieces with stand-up collars, like the Stately armor, where the hair goes right through the collar.
Yeah, that and the skirt are the reasons I never get that skin. ;p
I don’t know if people would like this, but I remember there was a unique feature for female dark elves in Lineage 2, when wearing armors with a big collar, their hair mesh swapped to a high ponytail. I think TERA does that too? I’m not sure, but browsing TERA’s files, I’ve noticed that every long female hairstyle has a variation with a an elegant bun.
Something like this as an optional switch would be great.
The only time I’ve noticed hair clipping is my norn engineers ponytail clipping with her backpack or a shield.
My human female (ranger) also has long hair but it’s pretty much straight and I haven’t noticed any clipping.
