Guild Wars 2

I went on the guild wars 2 wiki and it says that one of our racial skills is prayer to dwayna. My question is next to the description it says tool belt skill. blessing to dwayna. it further says its a targeted area heal. how do I get access to this. I only see the regular craptastic heal it gives.

thanks I guess I interpreted it wrong and I wasted 3 skill points at the same time. Should have done more research. Ive only had the game a week so there is still a lot of stuff I don’t understand.
