Champion of the council

How does one get this achievement? I’ve “represented” Lion’s Arch (Champion of the Council) twice with kills at tier one and didn’t get it. Am I supposed to win against a higher tier?

That achievement isn’t for the gauntlet. You’d have to kill the mobs below.
