Yes it makes perfect sense, time for another festival. Candy corn for everyone.
Where are you getting the art district from?
It is obvious from the screenshots that the arena is going to be located where the Great Collapse is. Look at the left side split roof overhangs. These only exist today at the border of the Great Collapse.

And I wish the people in that big “Canthan Thread” would realize it. Divinity’s Reach was founded AFTER Zhaitan rose Orr from the oceans and sunk old Lion’s Arch. However, when these Elder Dragons started to rise, Cantha turned it’s back on the Krytan people and the rest of the world. It’s closed it’s borders and stopped all external trade routes. All this is mentioned in a Durmand Priory book in one of their libraries inside Divinity’s Reach.
With that in mind, I do hope that some day we’ll get to see the Canthan nation once more…..as rubble below either the ‘jungle dragon’ or the ‘deep sea dragon’. I can wish no less on a nation that abandons the other races of Tyria for it’s own selfish needs.
This is a bit of a stretch IMO.
I really doubt that a city council election in Lion’s Arch is going to have much effect (if any) on anything going on in either Divinity’s Reach or in the Black Citadel. If that was what they were going for – I’d have to say it missed the mark.
I’d suspect it’s more likely that the festival to celebrate the Queen’s rule has been planned for a while (hence the construction hints going in with prior patches) and that the link to the Living Story will be what (inevitably) will happen to disrupt the festivities.
More pirates perhaps, or pirate moles, or pirates with flames shooting out of their heads, or … well, anything other than the world threatening forces-of-nature-turned-physical that are corrupting virtually everything surrounding the continent.

The OP did NOT connect the living story patch by patch. I’m greatly disappointed in this.
Really, do we need a reason for another festival? New content is new content. I just hope it’s enjoyable is all.

Except think of the man who made Cantha isolated. Think of all the political ‘enemies’ and refugees that had to leave Cantha because of his unification rampage. Where do you think they went?

Several times. I guess you refer to the man who trains beasts? It’s mentioned only in that one conversation that there is a cantha district in DR. My guess is that it’s a left over from before the decision to remove the district but even if it isn’t, the area where the great collapse is has been confirmed by devs to have been the arts district and NPCs there (obviously added after the change was made so not a left over) mention that it used to be the arts district.
So, I might have been wrong in that there is no Canthan district but if it is (and the dialogue in the personal story quest isn’t just something that wasn’t changed) then it’s not an accessible district and thus not in the game.

If so, why do they expect us to just sit back quietly while they rewrite (without being truthful about it) a significant part of the lore?
The very least they could do is admit they’re retconning it instead of just saying it’s never existed.

Just want to clarify my original post is ofc just my intepretation of the living story.
So yeah, a bit of a stretch of my imagination. I’m just getting tired of threads like “No more festivals”, etc. Just want to redirect people’s energy to (instead of complaining, QQing) read into the context of LS.
I think you’re right in that the jubilee and the commission of the arena might have been planned way before Dragon Bash, maybe QJ already wanted to hold a celebration as soon as the treaty was ratified.
But I still think what happened in Dragon Bash, Bazaar, and Cutthroat Politics have definitely urged QJ to make this jubilee happen. This is because:
While the council election is happening in LA, the voting crowd are from all corners of Tyria (Divinity’s Reach and Black Citadel included). If you’re a regular forum goer, you can see a clear strong and divided tension between the two ‘Kiel and Evon factions’. Assuming the forum represent 10% of the actual playerbase, and in the game, players and NPC civilians are distributed evenly 50/50. So whatever the degree of conflict you observe on the forum, multiply that by 10×2 = 20 times. The effect can be dramatic and far-reaching.
A dev mentioned this festival is gonna play out differently to others (https://forum-en.gw2archive.eu/forum/livingworld/jubilee/Please-no-more-Festivals/page/2).
I think this is because while Dragon Bash is purely festive in nature, this will have a bit of political feel to it. Like if anything bad happens to any high-ranking official, either Charr or human (QJ included), it could easily destabilize the peace between the two races. And it’s quite likely that the Separatists, Inquests, Aetherblades, etc. will make good use to this opportunity.
I suggest us players to be on full alert.

there is no reason to be hard headed
there is an Ossan Quarter which has plenty of buildings that take influence from what we saw in Elona in GW1
so DR gave its own section to the people of Elona…i’m sure they gave the exact same amount of space to the people of cantha….which were there because when Zhaitan rose, the Canthans that were already in the Continent of Tyria could not return home
also the Canthans are being forced to turn their back on the other races of the world of tyria because of a dictatorship rule
its just when Anet had that “hiccup” with NCsoft about not stereotyping asians, they had to scrap what was in the game already (which actually, the great collapse make fun of them for having a nasty sewer system which created the sink hole)…retconned and made up that it was an Art District instead

False. There is NPC dialogue in the game mentioning the existence of a Canthan area in Divinity’s Reach. Anet screwed up so at this point the Great Collapse is both the Arts and Canthan district.
Jennah is an Elder Dragon. The Queen’s Jubilee is her version of the Red Wedding. Catch them when they are unaware.
Maybe since the entire driving force behind the game’s story is these dragons, ANet decided not to throw more than one at us in a year and are developing a world through multiple plots and different stories about things that happen in Tyria.
To me, living world does not mean making a thousand tiny plot points to necessarily meet in the middle, but to actually create a world that has events and things happening outside of the main event. When there is a presidential election in real life, does your entire world stop to focus on that one event? Do they cancel the circus because there’s a war? Nope.
I think people should enjoy the many plot points we have and realsie that they aren’t going to give us all the dragons in 2 years. This game has a long future planned. Enjoy it
Eh, i think the plots are connected, but at the same time, seems to be taking too long for them to be.
We are suppose to be getting a rival, one to annoy us. Hasnt happened yet after so many months.
FF said silver tongue person conviced flame and dredge to team up, still dont know who that was, unless it was suppose to be the aether pirate chick.
Aether pirates attack why? I actually cant remember. Just because?
Chances are, all the things going wrong in events is caused by said rival, who is trying to weaken the tyrian forces for the next major villian (dragons dont seem to be that important to anet atm)
