Queens Champions
There is 5 different ones. You have to kill each once. It something like Heavy Hammer, Stone Shield, Lightning Blade, Blazing Pistols and I forget the last one. It is random which one spawns every time in any spot.

Haven’t fought the Heavy Hammer or Blazing Pistols Champions yet. Whirling Edge has been the most annoying Champion so far. Does very little damage to start off with, but as her health drops… Wow. Suddenly she’s two and one-shotting you. Not quite sure how her exhaustion mechanic is supposed to work yet either.

Blazing pistols you’ll find in North Dredgehaunt Cliffs (near the krytan messenger dude). At least I found him there twice. Heavy hammer I found many different places.
In my experience, the five queen’s champion cycles. I was at the more North, Hot Air Balloon in Metrica and just did the event cycle (escort → defeat aetherblades → queen’s champion → repeat escort) and each time it got to a queen’s champion, it was a different one. That is how I completed that achievement.
With Whirling Edge, I’m not 100% sure what getting him exhausted does, but you pretty much have to dodge his attack so he will miss and get exhausted. This of course is very difficult to do with illusions/pets/minions/summons around. Best thing to use against him is CC. I used chill/cripple/immobilize on him and he becomes much easier to handle.
Side note: I love Stone Shield’s attack where he summons the spinning spiral of rocks. Sucks to get suck in by it since I couldn’t get out (had to mist form out while downed), but totally love the animation and wouldn’t mind having that skill for elementalists.
@Zenon: Well, that’s the thing. I’ve got her up to 3 stacks of Exhausted before, but it didn’t seem to make any noticeable difference to the frequency or damage of her attacks. In any case, dodging straight into her whirling charge seems to work best.

You need to get it up to 4 or 5 stacks then she falls over and you get a bit of time to unload all your damage.
