It’s a chance – a slim chance using RNG. Say, you got 1 out of 1000 chance to get what you want (I am assuming a Precursor) – so, the odds aren’t in your favor – which is designed that way.
Slim chance = by game design, the way it should be. Stop whining.

Are we talking about the Chests in the Gem Store, or are we talking about the reward chest players got to open if they didn’t disconnect in Phase 3? I’m going to assume the former.
No, I wouldn’t call it a “lottery.” It’s a “gacha.” It’s a selling mechanic that’s been particularly popular in Japan.
This is an illustrate example of a gacha system that uses the “bingo” mechanic as well, in which you need to obtain certain infrequent items to trade in for an (obviously) even more exclusive item.

Japan’s been taking action against this style of “business.” Companies have lost a lot of money because of this. TinierMe, a social community run by the Japanese company Gcrest, has announced closure because it has relied on the Gacha mechanic for years.
I know for sure that Nexon uses Gachas a lot. The difference is that a lot of their exclusive availalbe-for-a-limited-time-only content is also direct purchase. Players who play Nexon games may avoid Gachas, which have been proven to yield poor results, but are still willing to spend $10-30 every time something exclusive is available for direct purchase. Nexon’s also a Korean company, so yeah.
EDIT: By the way, some people still waste $50-200 each time Nexon releases a new one-week-only Gacha or whatnot. One of the main differences is that a lot of the items, even if they’re not the super rare ones, can still be sold for a fair amount (sometimes at a loss) to other players in-game.
