Is this part of the quest over with or is it broken? All the cargo are open on the beach and cant interact with them even with crowbar.

You’re suppose to get a bag from one of them and show it to the Inspector
Yeah that’s what i thought but you cant even interact with them, they all appear open and cant even click them.

I believe this event has been removed now as it was part of Phase 1.
