Is phase 2 repeatable ?

Near the Sanctum Harbor Waypoint in Lion’s Arch. There is a transporter NPC near the boats/docks that will transport you to Southsun Cove.

If I missed it ( That started at 17 November 12:00 PM PST ) , can I do it before the 3rd phase starts ?

All 80es > MM necro is my best ,cleric
guard ,nades eng ,Trap thief \ranger ,signet\shout warrior, zerk mes\ele & shiro rev.

You can still get to Southsun Cove, however the trailblazing event that occurred was one time only. The island is available, and I definitely recommend exploring it, but the initial event is done and can’t be repeated. There are several ongoing dynamic events going on on the island though.
