Regular black lion chests drop the same stuff they always have. You just won’t get anything event related out of them.
The OP is talking about using BL keys and opening Consortium Chests, not BLCs. Since no one else has replied, I don’t know that answer either..I’ll guess we’ll find out later.

I bought a chest. They do not require a key to open. Hope this helps!
So do the regular Black Lion keys have any use right now when the new chests can be bought via gems?
Basically the same use they always have, & that is to open Black Lion Chests. They are totally unconnected to the Consortium Chests.
