Guild Wars 2

So, i did the lost shores event, and apart from the trinket, and a level 80 focus, all other itens i got were level 78, two exotics and two rares of level 78. I am not mad or anything i didnt even care, but then i saw a bunch of ppls angry because they got lower then 80 rewards, and more people saying that its normal if your character is lower then 80. But i have been 80 for a long while, and i only have one character anyway. So is it normal or i got an unlucky bug?

Nobody knows, the fact that people got precursors on trial accounts should be an indicator all is not right though.
