OK im on blacktide and i want to make the DE event even if it means booking some time off from work but i need to know the real date and time its going to happen as ll the server and time differences is confusing.

What date and time will this event happen on blacktide?

8 pm GMT on EU servers, you know, the time stated in the sticky and pretty much every other article about the plans for the event.

The time showed in-game on the minimap is the time from your local computer. There is no such thing as “Blacktide time”.

You can get the in-game to show server time though.
