If you hover over the map you are given from Bingg, it says “Hendo’s Trading Post”. This is a location somewhere on Tyria which is where Noll can be found. Open the spoiler tag below for a quick guide with specifics if you don’t want to find it for yourself.
Hendo’s Trading Post is located in Caledon Forest. It is closest to ‘Caledon Haven Waypoint’ which is further up in Caledon Forest on the map (about two thirds from the bottom end).
There is a short boss fight, but it isn’t too hard if you have a number of people. Still not too sure what to do afterwards, but I’ll keep you all updated.

Couldn’t find him on one overflow. Logged out, and apparently logged into another overflow and poof, there he was.
Not that it matters, the NPC for the next step is currently bugged (you’re supposed to fight him but he’s friendly), so the trail ends cold there. Yay bugs.
Short version — wouldn’t worry too much about finding Noll.
The sylvari he sends you to see is bugged too, and at the moment there don’t seem to be enough people in the map on Desolation to bump it over to an overflow.
