Canach and Inspector Ellen Kiel disappeared from Grand Piazza in Lions Arch. I thought phase one was extended to midnight tonight?

I am waitting for Canach to spawn for 15mins now…
Is he going to spawn or he is in the new area and i cant finish the phase 1 quest line now?

So I found Canach on the boat, however I can’t complete the fight/phase 1 part with him because he’s a prisoner now. And, I was never able to complete it because he was bugged out in Kessex Hills. So, is the Team going to compensate or is it an auto complete
