Either I am blind and cant see it or its not showing on my map, but I can not find the story instance in LA.

I have looked all around the dig site and down by the Moran Memorial but still cant find it.

Look for the gold Star – Its near Sanctum Harbor Waypoint

From the waypoint at the docks, head over towards the digs. When the entrance to the tiki bar is to your left, you should be on the gold star to start it. I didn’t see it at first because a commander was on top of it.

Its not there, is there something I have to do first to make it show up.

Try clicking on Check In With Your LA Allies in upper right event tracker? Or reading the mail?
