Can you repair siege after it has been destroyed?

I’ve grabbed a hammer and gone back to the spot where the arrow cart was located, but it doesn’t seem like I can bring it back.

Someone please correct me if I’m wrong, but from what I understand, you can only use the 1 skill to repair at low health, not bring back a completely destroyed cart.

Tip: If you grab a hammer at the start & go to the arrow cart / ballista & use the 1 skill then use siege & you will repair whilst using it.
