One of Scarlet’s “Do not touch” thumper machines is in Lion’s Arch. It’s underwater by old LA. First underwater one I’ve ever seen.

Well, to be fair, the construction of a giant krait tower with a deadly flowing blooming at the top went completely unnoticed due to powerful magic.

For all we know this is the same way.

I’m not sure. Anet knows many fan theories, for sure also the ones saying there will be an attack on LA. So this could be simple teasing. Would be funny if nothing happens in LA after all.
