The issue exists mostly with Missions in Southsun Cove, which is overpopulated and full of overflows, there is a Bounty, a Rush and a Challenge there, which means if you are doing lots of different missions in a day, there is a good chance you will get one in Southsun Cove, and fail. The system should be flexible enough, to exclude certain zones, when they are used in the Living Story for example.

A smaller issue is with the World Bosses (akitten free rare bosses) some of them cause overflows (usually Jormag and Shadow Behemoth, sometimes others too) which cause problems with Guild Missions.

Any possible solutions to the above issues? One possible solution is to make the system aware of when there is an overflow or not, in order to exclude missions that happen in overflowed zones. Or, at the very least, exclude the Missions that are taking place in current Living Story zones (Southsun Cove atm)
