I’ve been working on getting screenshots of jails in the racial cities. But I’ve yet to be able to find a jail in Hoelbrak.

Is there a jail in Hoelbrak? If not, are there any places that could serve as a makeshift jail in Hoelbrak?

Do not allow the perfect to be the enemy of the good.

The norn have a really weird justice system. I mean, they even let members of the Sons of Svanir into their city. Even though they know the SoS are collaborators/traitors that openly wage war with them.

I don’t think they have a jail.

Norns have the best justice system, they don’t believe in collective “evil”, they only care for individual actions, if a specific Son of Svanir never did anything bad, why care less about him?
Norns and SoS that make something against the rules of the city they are usually expelled or even killed, so no need for jails.

And that is, in my opinion, the most ridiculous justice system ever concieved. If they are part of an enemy faction that openly wages war with you and consorts with your greatest enemy (jormag), then they are the enemy period.

But… they are the enemy. If they try to hurt you. How many Sons of Svanir doesnt the player kill in the storyline? Dozens? Hundreds? How many hundreds of thousands have died on the fields of Wayfarers, lol?

Yet the people of Hoelbrak let them stay in the city, as long as they arent actually doing anything.

I doubt the Norn consider having an open war on their doorstep a bad thing. Good training for the kids.

I don’t see that way.
A Norn isn’t plain bad just because they choose to follow the “spirit of the ice dragon” to help achieve their goals.
Imagine a young norn, he knows that all his entire race moved because of 1 creature that also killed a Spirit of the Nature, and at same time you can gain part of his power if you want … kinda sounds like a good plan.

The Svanir are allowed in Hoelbrak at the sufferance of Whitebear.

If he wanted them out, he would say so. At the moment they aren’t causing trouble in his Halls so he leaves them be.

A Norn isn’t plain bad just because they choose to follow the “spirit of the ice dragon” to help achieve their goals.

Only it’s commonly known that Jormag doesn’t corrupt to enslave but rather gives promises of power to those it wants to corrupt. With that knowledge in mind it would be foolish to join Jormag to “gain a part of his power”. Because that’s exactly how he enslaves/corrupts his minions.

The norn don’t really have a cohesive society that defines what good and bad people are. e.g.: They follow Raven but there are Raven followers who focus on the darker aspects of raven and may kill children in their rituals. (like the skill point challenge). So while it may be looked down upon, they are still being “norny”. But being norny doesn’t protect any norn from any other norn.

Grubb said that it was important for the lore and story teams to think like the race they were working on. Grubb focused on the differences by defining a set of virtues for each race. All Sons of Svanir aren’t corrupted and until they choose that corruption, they embody Norn virtues.

edit: I can see a reason for a lack of jails though. All other races are implicitly sworn to fealty of their leaders. So if they break the over all rules of that leader, they have pre-accepted the punishment. Norn have no leader. They hang out at Knut’s village because he chooses to allow other in there but no one swears fealty to him. if there is a problem in Hoelbrack, the offender can be expelled or killed in more extreme cases. But there is no need for a jail.

I didn’t really think about Sturgis until now.
So the Norn are just cold weather loving bikers who don’t have rides yet.
I can get behind this thought process for them.

some norns do have rides… but they tend to get drunk and lose them… and the rides actually belong to the charr, but yeah…

True, but, by keeping the enemy part of the society there is no room for it to form its own. Only when the Sons of Jormag realize that this is whats holding them back is when a civil war will break out, which hasnt happened yet in my opinion. If the Sons realize this by creating their own society, then they will have to choose a method to deal with the ones who oppose them. They will essentially be creating their own enemy.

Asura allow the Inquest in their city, and theyre less friendly than the SoS. At least you can walk around in their area.

That’s a little different though. The Asurans would probably argue that if you where stupid enough to get killed by the Inquest, you where a waste of breath to begin with.

Look at the Inquest like a group such as… The NSA. Everyone know they’re evil incarnate and they do illegal stuff/violate the constitution every day, but they are still sanctioned by the goverment and they are allowed to operate at will.

That’s because the asura goverment is corrupt, It is commonly known that Councillor Flax “secretly” works with them.

Actually it’s quite literally a matter of “what happens outside rata sum stays outside rata sum” and “they get results so ….” Combined.

They don’t care so much -what- the inquest do so long as they’re not doing it in the city and they are getting results, once the results stop showing though inquest will be no use and thus nothing more than an enemy.

They sing dark, delicious notes about power and family.

The Norn don’t really seem to have prisons the way other races do. From speaking to the Wolfborn (I think it was Sigfast?), if someone (whether a Son of Svanir or anyone else) causes trouble, they get a stern visit from the Wolfborn and told to cut it out. If they persist, they are given a beating and temporarily kicked out of Hoelbrak. If they do it one more time, they are banned from Hoelbrak forever and will basically be attacked (and possibly killed) on sight.
