According to lore, interspecies hybrids aren’t possible. No half Norns or half humans or half charr, etc. That said, RP how you want. 
A norn/human hybrid doesn’t sound like a bad idea as they look fairly similar. Not too sure I’d ever want to see an asura/charr hybrid, though.
