Do weapons scale according to race or the individual character size?

I made a Norn female warrior at the smallest possible height (going for a small, cunning warrior, not because I don’t like the giants) and her shield looks comedically large on her.

Weapons scale according to race. No matter what size your norn is, the shield is going to be the same size, when compared to say… an asura.
