I just bought the game, n i’m wondering if i should make a Norn or a Human. My friends are making Humans but I whant to make a Norn. So what lvl do they meet n do quests together?

Technically after the tutorial (for the Norn that would be the big moot hunt and taking down Isomir) you can go to any of the starting areas for any of the races.

When you start off as a Norn you’ll be in Wayfayer Foothills, all you need to do is go to the city Hoelbraek and in there is a gate to Lion’s Arch.

Lion’s Arch has a set of rings for every starting area for every race.
Just pick the one for Divinity’s Reach and you’ll be in the Human city before you know it.
If they are creating Humans chances are they’ll be leveling in Shaemoor, the area close to the city. Go and have fun!

If you’re following the storyline you’ll meet when you go to Lions Arch (around level 30 I think?), but even then if you picked different orders you’ll be doing different personal story quests.

But as Atlas said you can meet up as soon as you’re out of the introduction instance. Either they can come to your starting area, you can go to theirs or you can all go to a 3rd one.

Basically, the option exists about 5 minutes into the game. Make whichever race you want. Personal story quests are branching enough early on that for the most part your quests won’t overlap even if you are the same race, but you can join another player’s personal story instance if you join their party. Which means you can help them with theirs, and they can help you with yours.

tl;dr: The only thing you can’t do with someone else of a different race or who made different decisions in the personal story is the initial tutorial quest, don’t let it impact your choices.
