Is Trib World 2 Gated by World 1 Trib?

Simple question, because I really want that nice yellow weapon, but I am not too fond of the green…
If World 2 Tribulation ISN’T gated by World 1 Tribulation, then it seems I am bugged out since I finished World 2 on Normal yesterday and the cloud still isn’t speaking to me
