Any level. Your level or class doesn’t matter at all. You get a new set of skills and a standardized size and health pool so that your choice of race or class has no impact on your ability to complete the SAB.

Go to the town you started near. >>> Find the Asura Gate to Lion’s Arch. >>> Take the gate from Lion’s Arch to Rata Sum. >>> PROFIT!?

Go to Lion’s Arch. Every race’s capitol city has a portal to it. Then take the portal to Rata Sum.

just find the portal to lion’s arch from your current city, and then find the portal that leads to rata sum.

You’re on the wrong server then. Or you are playing as a Charr.

If you don’t feel like paying for a warp to your hometown, you can also enter pvp or a wvw borderland using the buttons at the top, and take the pink gate there to lions arch, all for free.
