All of the 4 flags can be reached, on interacting with them there are fireworks and you dance.
Alright, here it is
when you first enter the HUB, you keep walking forward, past everything, left past the Asura gate at the other end and over the edge. There’s a hole in the wall with a few jumps that need to be made, and a jumpy shroom at the end. This will launch you up through the fountain, at which point you will have to move yourself in mid-air onto the clouds.
