They were once per day per character last time it was around.
Doesn’t appear to be this time around. There is a timer on it. Not sure how long or when they reset.
Just did W1 with a char, then alt had no chest on the attempt.
Not sure it is a full 24, or if it resets with the dailies. I did it with my main a few hours ago (probably around reset time) and chest was there as well.
