I think it looks a little odd on most characters – look at a charr wielding the staff as well. That bird has a good grip!
It is indeed annoying, I’ve seen female humans with the staff and the bird is aimed straight forward. Not flapping it’s wings in your face and aimed to the right like what happens with Norn at the moment.
