Guild Wars 2

After getting the history buff achievement tonight I wanted to check if it shows up in the Explorer tab of the achievements (or not, like the Speedy Reader). Checking that, I saw that I no longer have the Dive Master maxed (37/38 now).

So here is the question:
Did the Sky Pirates introduce a new diving location? (And if yes, where) Is the achievement bugged somehow (so it has nothing to do with the latest patch)?

Yes. It’s in the new jumping puzzle on July 1st (or second, keep seeing conflicting info), per the official release page.
