Proof? I couldn’t find this in any of GW2 patch-notes, advertisements, or news… even on the forum, I’ve heard players give dates, but not designers.

Ah, thank you, the patch-notes I was searching through were the ones on the ‘Releases’, ‘News’, and the log-in browser, I didn’t realize there was an update section on the forum.
Pretty sure they also said she’d be available from then until the end of July. But I cbf to go find a reference for that.
I’m assuming she’ll be in the cage up on the rampart. She’s not there now, though. Drat, I only have afternoon work today so I thought I could do this before heading out.
I checked both on my main and on my character that actually completed AR. The cage is empty.
She is in the cage now. She doesn’t tell you anything at all. I was hoping for information on the woman she mentions at the beginning of the final boss fight in AR.

Nope! I spoke to her on a character that hadn’t even walked into the dungeon and got the achievement.
Had any of your characters done the dungeon, Katreyn? I talked to her on my main since he’s my story guy but he’s not my dungeon guy. Still, I had the dungeon finished on an alt so my account has credit. It would be nice to know for those who haven’t done the dungeon at all if they can get this achieve.

I finished the dungeon my main. But randomly decided to talk to Mai when my alt I just made yesterday got to Lion’s Arch. But I don’t think it really matters.
It seems to not be tied to any achievements or story progression (maybe finishing the instanced story with the attack at the most).
I’d say go try it out if you haven’t finished the dungeon or even done the dungeon. Doesn’t hurt to try I suppose.

I have not stepped foot in the dungeon on any of my chars, and I was able to speak to her and get the achievement. Also gave me the meta since I was getting ganked in the Obsidian JP.
Can confirm you do not need to do AR to talk to her..Just spoke with her and got the credit since i have not done AR
