All at once vs. Spread out
F&F has taught ANet if they release it slowly over 3 and a half months, they get complaints of players missing out on things because they couldn’t log in for 2 hours during that time. If they have things progress each week and change, then even more players will complain that they miss out.
But all of the content in F&F that was released from the start was available at the end. No one can complain about missing out over those 4 months. If they don’t have time to log in for an hour a day maybe they shouldnt be playing mmo’s, thats just too casual for a game. F&F is something that slowly accumulated, not changed.
You might be taking this a tad too literally. If they showed these structures being built, it’s a whole new set of things someone has to make, only to be replaced numerous times in short order and never seen again after the final product is in place. I could see throwing in maybe one pre-event state where there are unfinished buildings, but then, I’m not sure how many people would have seen it happen in SC anyway…
Lore-wise, I don’t think they just got there, did they? I was under the impression they’ve been shipping them there throughout a lot of F+F.
Actually the refugees haven’t just got there, they first began showing up about 1/2 way through F&F. At that time there was pretty much exactly what you’re asking for – fewer refugees and just a bit of grumbling instead of the out-right rebellion we’re seeing now, and fewer/smaller settlements still under construction.
The problem is a lot of people won’t have seen it. Even though I noticed a lot of references to refugees going to Southsun and wondered if they’d actually be there I doubt I’d have gone to see if it wasn’t for the fact that I only recently hit 80 and hadn’t been back since Lost Shores so I wondered what it was like.

I wasn’t here for the Karka event, but I visited SC during F&F because refugees kept talking about being sent there. They were already building stuff for the refugees.

What? A month per segment isn’t enough time for a player to log in and take part in the activities? Especially considering that content from Month 1 was still accessible during Month 3? Sounds like this is a game those players really don’t care to play.
Granted, the 2 week span for the dungeon finale was a bit short, but I suspect any player that cared about finishing off the content for the story OR the shinies at the end could’ve found at least 1 hour to play during that 2 weeks.
I saw some of you said the transition did begin to happen though. I searched Southsun Cove quite a bit before SoS and I have to disagree. We saw one refugee camp being put up for about a month or so. Besides that I didnt see many or any refugees, just workers who had the same model.
However one thing that Anet did that will keep some players in southsun cove is the dropping consortium boxes for a chance at a weapon ticket. I certainly see my friends farming that zone.

I’d wager that’s a side-effect of Anet’s development of the content and not the "truth" of the in-game story. Likely they were working on the island updates for release with this patch as one whole thing instead of giving the island a natural evolution alongside the Flame and Frost updates.
Attention to detail is very hit or miss in GW2. Sometimes it’s pretty terrific, other times it really falls flat.
The gate has been in a state of being rebuilt since Lost Shores, and a number of the settlements have been expanded from preexisting ones. The only one that is totally new is the one at Driftglass Springs.
While it might have been nice to see more development stages (such as the wall around Driftglass being put up without the residential buildings, for instance) on the whole it’s something I can easily forgive. It would have been nice to see a few more stages, yes… but only the terminally curious and people using Southsun to finish off dailies (as I tend to do) are likely to have ever noticed. We got shown that stuff was, indeed, being built, and then ArenaNet finished redesigning the zone when it was time for things to come to a head.
As for why things are boiling over now… it’s because while the refugees were (relatively) happy to put up with the contracts while they had no other option, now they’re in a situation where they otherwise could go home… and it’s the contracts preventing them from doing so. Essentially, they let themselves get signed into what is at best indentured servitude, and now they’ve come to that realisation.
