Contradicts
Yo can go to somewhere and suddenly something unexpected happens and you have to change your plans. It is not a contradiction.
Though normally I agree with you, the living story isn’t something you think up in a minute’s time. If they want to release Southsun Cove two days right after the Molten Alliance LS, they would have had to have the plan for at the very least two weeks prior. Whilst they announced the returning to the dragons just a few days ago.

Did anyone say that living story won’t lead up to another dragon? I’m not saying I think this month is going to do it, or even next month… but just because another living story part is coming out and doesn’t right away scream “LOOK! A DRAGON!” doesn’t mean a dragon is not involved at some point.
Of course, I don’t know for sure how they will introduce a new dragon (living story, expansion?). I’m just saying, do you KNOW a dragon isn’t involved in this? If so, show me your source please.
The way I interpreted the, “The heroes return to their homes to focus on the battle against the dragons” statement (I don’t even remember where it was, but I remember seeing it) was basically, “Okay, LS is done…time to return to the ‘Player VS Zhaitan’ main game until the next LS is released.” So the way I looked at it wasn’t the announcement of a new dragon, but the implication that low-level characters and characters that haven’t finished the story can go back to the story for a time until Secret of Southsun went live.
I don’t think they meant it in a “the heroes went home to get ready for the new content patch that adds more dragons” way, I think they meant it in a “everything in GW2 relates to the dragons’ corruption somehow” way.
Wasn’t it theorizes that the Karka uprising was due to Bubbles’ minions messing with their homes?

Uhm…why would you assume that every person or organization in Tyria is always busy trying to find and defeat the dragons? The Southsun Cove thing is obviously something that concerns mostly the Consortium and certain parties within Lion’s Arch. The Trinity could still be looking into ways to fight, let’s see, Primordus or Kralkatorric while we are slaying Karkas.
Also, it really could have something to do with the next dragon. And no one’s going to stop people from concentrating on their personal story once they’ve enough of Southsun
