Is this possible?

I believe it says account bound so you should be able to

Once you transmute something it usually becomes soulbound (provided the final item is green/masterwork quality or higher). If you transmute something to a blue or white item it will become account bound. The only way to transmute an item that is soulbound to one character and give it to another is to transmute it onto a white or blue item.

So far there are no white or blue back slot items found in the game. Although I believe you might be able to use the back slot item that comes from gem store back slot skins. All the back slot skins from the gem store (quaggan/charr backback, Rox’s Quiver) come with a white leather strap for players who don’t have a back slot item yet but still want to show off their new purchase. I don’t know if it’s soulbound or not, but if it’s not, you might be able to use it to turn a soulbound back slot item into an account bound one. You should then be able to transmute it on the character you want it on so that it has the stats you want it to have for them. It’s a terribly complex work around and quite expensive when it comes to transmutation stones, but given the limited availability of the Fervid Censer it might be your only option. You should be able to buy charr/quaggan backpack kits (don’t buy the skin alone version, get the whole kit) from the TP for around three to four gold.

I personally haven’t tested it myself, but if the leather strap works like other similair quality items, this should be a viable work around for you. Just make sure the backpack item you buy from the TP has the word “Set” in it’s name because that’s the pack that comes with the leather strap, the ones with the word cover will only have the skin.

Hmmm, I transmuted mine onto that rare Toy Bag with the lvl10 requirement and it remained Account Bound as far as I know. Probably because the Toy Bag back item was also listed as Account Bound.

I suspect that’s because the toy bag is already account bound and thus doesn’t follow the normal rules of a rare item when transmuting. You’ve also turned a level 80 rare item into a level 10 rare item (and sacrificed a one time/annual only back slot item in the process). Assuming you can afford 3-4 gold for the backpack set and either don’t have or care about the toy bag, it’s still better if you can transmute it using the leather strap.

It is interesting that back slot items retain their account bound nature if the selected stats (not skin) are account bound. It might be possible to create an ascended item that is account bound with any skin using the Scelerite Shell using this method.
