there was a picture of dulfy’s site. I guess I was wrong.

It is the Southsun Economist Merchant and he ONLY sells them when you have 4/4 settlements under control. Both the masterwork/blue armor are the pirate set. This merchant can be found in Pearl Islet, Steampipe Steading and some other settlements.

Keep in mind the pirate set is not a new skin.

check trading post. it’s a common skin from drops. not sure if a merchant actually carries it anywhere.
