The two mentions of our personal nemesis from official sources have been here in February:

“we’ll also be surprising you with interesting villains, one of whom will become your personal nemesis. Again, no spoilers allowed, so I can’t tell you more than that, but you’ll recognize this sassy character when you see…um, him/her/it. <grin>”

and here, just after flame & frost (end of April):
“That person has not yet revealed herself. If you go to Rox’s final instance in the citadel stockades you can interrogate the prisoners after the dungeon and get some small clues.”

Since scarlet is summoning molten alliance enemies, it makes sense that she’s the sassy female we were told about. I don’t know how that makes her our personal nemesis, if she is.

What I find interesting is that we are supposed to recognize her when we see her. She looked pretty new to me, unless I missed some early scene with her.

Or she isn’t nemesis.

For some character’s I think its rather impossible for some to ‘recognize’ her. As in the case of me being a charr main, the only Sylvari I can recall ever meeting was Trahearne and the group of undead hunters in Orr. None of them were A.) Evil B.) Super geniuses C.) Anyone notable outside their function for that part of the short story.

The ONLY connection I can think of for Scarlet in ANY story is the Asuran one.

She’s certainly not a character everyone recognizes, so considering the announcement on the personal nemesis I think you can make your own conclusions.

Pretty sure by " recognize her when we see her" they meant that we would recognize her when we see her.
Ok, that didn’t really help, but look at this example to get what I mean. You get off a plane, you called for a ride and was told “you’d recognize the driver when you see him”. Standing there holding a massive sign with your name on it, you immediately recognize this complete stranger as the driver you called for.

So besides the fact she isn’t holding a signboard with “I’m the nemesis”, combined with the fact she was clued to form the Molten Alliance (and now has the alliance under her control), and her being met in a city (after we learned she went to every city to become the very best like no one ever was). Also the fact she told you that you’re #1 on her list. It’s a safe bet to assume that she’s our nemesis.

Scarlet reminds me of one of those people that “just want to watch the world burn”.

I wouldn’t write her off immediately. There’s still room for growth. Especially if she has a methodical, psychopathic streak to her insanity.

Considering she made us her archenemy by placing us on the top of her "must get rid of" list I think she’s the one.
