I haven't taken leave of my senses...
OMG I have hated that annoying NPC since day 2 of launch… Hearing her scream that over and over and over while crafting almost drove me mad lol.
In Hoelbrak, senses take leave of YOU!
I’m sticking with my theory that Scarlet is just a lieutenant of Snaff. Yes, Snaff, who, as a result of an unfortunate ‘You got Snaff in my steam creature/steam creature in my Snaff!’ accident shortly after his untimely demise is now a reconstituted steam-powered cyborg genius who controls all steam creatures (and may exist simultaneously in more than one reality) but who, as a result of all this, is unfortunately no longer entirely sane.
Snaff, I believe, has laid the blame for his condition upon Destiny’s Child. Edge. And he means to have his revenge upon them! Except for Zojja, for whom he still carries the proverbial torch. He has convinced himself that she could never reciprocate his feelings due to him being a steam-powered asuranoid cyborg genius, more machine than asura, and all that.
Anyway, that’s my theory and I’m sticking to it even if it’s wrong.
Yeah that NPC (probably?) isn’t referring to the new ones given how long she’s been yelling that, but I think from now on she can probably save her breath – everyone knows. Also Scarlet does employ regular steam creatures as well, sometimes, but they’re underwhelming.

Funny, I would have expected that to have the opposite effect with asura.

That’s what makes it so ironically tragic! And tragically ironic!
