Invasions will only occur on maps levels 25+ (Orr & Southsun not included).
For some reason I can only think of 12 maps that are levels 25+. What is the 13th map to finish the achievement?

5 – Timberline Falls
6 – Frostgorge Sound
7 – Fields of Ruin
8 – Blazeridge Steppes
9 – Iron Marches
10 – Fireheart Rise
11 – Bloodtide Coast
12 – Sparkfly Fen
13 – Mount Maelstrom

My guess is you have not got Fields of Ruin?
