Guild Wars 2

While Scarlet’s connection to the Aetherblades has been supported by the story so far (i.e. Mai Trin mentioning her) but the fact that she commands the Molten Alliance forces hasn’t been explained as far as I can tell. Am I missing something? If anyone knows what the connection is, please explain it.

The Molten Alliance was established when an unknown figure accompanied by the Flame Legion approached the moletariate of the dredge

And, I believe at the end of Flame and Frost, when you talk to the prisoners, they say that it was someone “from the city”.
