Now, with the QS page getting destroyed and the trolly, lackluster birthday announcement, I don’t think the Queen Jennah mini will BE the birthday mini. I’m going to say its more likely to be Scarlet, or someone/thing else entirely.
It might just be wishful thinking, but this whole event is getting flipped upside down and gutted out from what we thought it was, and even Arenanet is aware of how lackluster a QJ mini is.

Maybe they think we need a flood of mini Queen Jennahs to remind us of her because we won’t ever see her again in the Living Story.
