Why was scarlet targeting kryta?

If she was behind the Molten Alliance (it’s implied but not explicitly stated) then she was “targeting” Hoelbrak and the Black Citadel. She was behind Mai Trin’s attempt to get onto the Captain’s Council so she’s also “targeting” Lion’s Arch. Honestly, it’s probably not worth asking these questions because the story isn’t giving us any information to work with. You will find out when they spell it out for you. For now at least, she didn’t specifically target Kryta, she seems to cause chaos for most of Tyria.
Who’s Scarlet and why should I care?
That’s my take on the one-dimensional character.

For now at least, she didn’t specifically target Kryta, she seems to cause chaos for most of Tyria.
There’s no indicator she was ever targeting hoelbrak or the citadel, only seeking to displace the norn and charr in those areas. Lion’s arch was based on intrigue since a captains council position would allow her some control over the military actions of the city. the only one directly assaulted- and she states she wants it in flames- is kryta
And yet right after taking over the pavilion, she doesn’t bother to invade the rest of Divinity’s Reach like it implied she would, and instead sends her hordes of minions to stand around in random zones until we kill them.
Oh well, lots of loot for me, so I’m probably looking too much into her sudden shifts between being smart and being inept.
Some NPCs aren’t looking for anything logical. They can’t be bought, bullied, reasoned, or negotiated with. Some NPCs just want to watch the world burn :P

I know some players who could give a laundry list on that topic, but it is an interesting question to wonder why would Scarlet go after the Queen and Kryta.
Well, the only place she didn’t directly affect yet is the Maguuma Jungle area: Rata Sum and the Grove more specifically.

I know some players who could give a laundry list on that topic, but it is an interesting question to wonder why would Scarlet go after the Queen and Kryta.
I don’t need a laundry list, there’s one reason:

There’s no indicator she was ever targeting hoelbrak or the citadel, only seeking to displace the norn and charr in those areas.
How are you not targeting those cities if you drive their people back to the city and then build a halfdozen weapon facilities right at their doorstep? If you were content with the displacement it would be better to build a wall instead of bombs. If the players had not stopped them, do you assume they would’ve said “GG guys, we’re heading back to our old caves now”? Rox and Braham actually discussed that the explosives and war material in there is enough to blow up the capital while you clear through the MF.
The only area she seems to ignore is Rata sum and azura areas. She was also trained by azura, she is probably an agent of the azura and they should be destroyed!

That would be my guess as to her primary reason.
Its not really anything specifically against Kryta in general, but Queen Jennah was putting on big celebration which would draw a lot of people, which gave Scarlet a perfect opportunity to reveal herself and show her power to a large number of people including emissaries of all the other races.
The Watchwork Knights probably were part of it too. Those gave her an extra opportunity to prove her power, by taking over an entire mechanical army, which is not something that, say, Dragon Bash would have provided.
