Quite true. Problem is, in the Wiki, she’s listed as lvl 11. Could be the entire issue. She’s a tad overpowered for a solo quest.
The Wiki is incorrect, then. She’s L10, as is the story step she’s in. (And she’s lower level in the lower level story steps.) She could only reach 11 if you take multiple players into the story step, causing it to scale up.

Mayhap that’s from when she was 11? (IIRC, she was one of the ones that made it live as a +1 level “veteran”)
I can say after playing all 5 races up to 15, the doc howler fights were harder than all other fights. I attributed it to playing a Mesmer and still learning the class at the time.
She has been downtuned since launch, so it’s possible the Wiki is just out of date. She’s currently at L10, and I know that the duration of her poison attack was reduced significantly several updates ago.

Very possible. More editors to keep things accurate would be nice, everyone! It’s very easy.

She was indeed level 10, I will verify that. I was a thief btw, level 13, with 13 blues.
I tried D/D melee – she would throw poison in my face, if I stealth she would still track me with poison darts, trying to trap her was too much effort because she’s ranged, and her pathing is kind of funny in a way that makes her step around the trap. And she has a tendency to either put her back against a wall or just deaggro when I stealth, leaving me with no backstab.
I tried P/P range – she clearly has the edge on the damage race. Also is it just me or does her dart volley have perfect accuracy at range? Unlike engi’s.
The way I eventually got through this was by restarting the instance and pulling myself and Quinn out of the bar so that he could heal between waves. This way he was alive when Doc Howler spawned. He tanked her while I attacked at range and that was enough to close the damage gap. Also, even though she was aggroed on Quinn she would turn to face me every time she used her dart volley. This at least made it easy to tell when to dodge.
