'Eye of the Sun' or 'Where the HELL is Arlon?'

What’s your current objective? The twin is held captive near the boss, it shows you where he is in the cutscene.
Current objective: Make sure the twins are okay. The frog boss is dead and I don’t believe there was a cutscene after killing him. A green marker isn’t present on the minimap. I have spoken to the 3 NPCs which exist within the instance and I have exhausted all of their dialog choices. I swam to the beginning of the instance and back twice. Arlon is nowhere to be found; it appears this quest is bugged.
I happened to walk close to the hut in back of the frog’s corpse on the left hand side and all of a sudden a cutscene with Arlon began which allowed me to finish the quest. Arlon was not present in that location.
