I don’t think it’s unreasonable to expect players to change up their weapons/traits if they’re finding that their current setup isn’t working for them. Trying to make all story steps the same difficulty for every single possible build is nigh-impossible.

Meh!I can’t beat this storyline! Meh! Make it easier! Argh! I want the devs to spend countless hours dumbing down the AI so I don’t have to think! Meh!

That’s what situational fighting is all about. My Guardian had to switch to using a staff for one step in her story (so far), and trust me, she does not use a staff in either of her weapon sets. Did I have to make sure she had a good staff before proceeding…yep! Did I have to check out YouTube to see how the fight could best be accomplished…yep! The next time I tried it, it was a piece of cake.
I have tried all the weapon choices on my Thief. She has two weapons sets she likes to use for PvE and two that she likes for sPvP. But will she change based on circumstances? Sure Will!
I will say that I would not change out traits. Just the weapon if it was needed temporarily.
And you can have other persons help you with personal story tasks. Perhaps someone in your guild would be willing to help with that one step?

I did every story mission from 1-80 (including this one, I was Human/Street Rat) with dual daggers on my thief. A few of them were hard and required a 2nd or possibly 3rd attempt, but none were too difficult to get through.
Granted, there have been a few patches and I am not sure if the patches made any of the missions more difficult?
If you cannot make it through with D/D but really want to stick with D/D, then I think this is a good thing. It is forcing you to learn how to play your class/build more effectively.

Edit: I did carry dual pistols / shortbow and believe I switched to them for particularly hard parts, but kept with dual daggers for each mission as my primary weapons of choice.
Finally killed of the Doc using my Thief character. Agree with OP this scenario seemed out of balance. I recall handling most scenarios with reasonable effort, this one seemed an outlier on the incoming DPS chart.
What worked (finally) for me – for what it is worth – was:
- Swapped out Power for Vitality gear. Almost doubled HP, with consequent reduction in DPS. However without this I really had no staying power.
- Stuck to D/P combination. I know other posts suggested using bow but I seem to do better with this up-close-and-personal weapon set.
On my bar were these buttons:
- Blinding Powder/smoke bomb. Seemed like a useful tip from another post; I spammed that whenever it was available.
- Hide in Shadows was my heal button. My tip is to try to get two presses in during the Doc fight – this means you’ll want to hit it once at 75% health (earlier than you normally may) and when it cools down you – might- get a just in time second click.
- Prayer to Kormir to remove conditions. I didn’t really notice many on me but in a long fight like this condition damage is bad.

I have never had much trouble killing Doc Howler. And never had to change builds or weapons to deal with her either.
It’s difficult (I did this particular story myself), but it’s not unreasonably hard.
I’m with the dev on this. Changing your gear & weapon sets (& getting stuck from time to time) isn’t an unfair requirement.
