I completed storyline quest, but I still can’t complete Vigil banner. Does anyone have ideas how to complete vigil Banner?

You should have the banner if you passed the level 30-40 quests

I have banner, but I thought that not suppose to be just black, I though it will change appearance, like word map banner is changing when you more discovering game.

Nope, once you get the Order banner, that’s it. The black banner is what Vigil characters are supposed to have.
