Hi,
I’m creating a human character and I want to join the order of whispers.
The issue is you always have 2 choices during the 21-30 quests. A friend of mine could not choose the right order during the last quest.
Is there a way I can foresee the choices and take to right ones to join Whispers?
I’m currently waiting to choose between Whispers and Vigil at http://wiki.guildwars2.com/wiki/Brute_Force (level 22).

At the last quest of the orders you can choose between all 3 orders. It is stated in the cutscene that all three orders want you to join them, and that you have to pick carefully, because this time the choice will be permanent.
In the quests before that you always have to choose between 2 different orders.
It annoyed me on my Norn because I wanted to join the Order of Whispers but I thought the Vigil plan was far superior as it tied up all the loose ends, if Vyachaslav died, the weapon is still intact and in all likelihood, many of the engineers who built and could operate the weapon would be alive too. The priory plan would save the priory, and that’s pretty much it. The priory couldn’t follow Vyachaslav around with their own weapon to stop Viyachaslav’s weapon.
Perhaps it mightn’t be a bad idea to let people, after doing that final mission, to still be able to pick one place (e.g. let the final mission be like the rest, just to find out what the places are like).

It hasn’t changed as far as I know. I’ve personally completed the quest a week ago or so and could pick between all 3 orders.
The quest where you get to pick is at level 30 and takes place in your home district.
Yeah, the final pick it is made clear that which ever of the 3 orders you choose for the final mission is the order you will join.
Up until that point I had been mostly going with the Order of Whispers. But after a bit of research I found that The Priory had the best looking Order armor. Also I like the idea of using silencing spells to protect the Priory while I take out Vyachaslav and the weapon.
Plus at the end of the day I went with knowledge over might and secrecy as my character looked to Raven anyway.
As a final note. it doesn’t matter whose missions you do before making the final choice. You could never do any Vigil missions and yet in the end choose Vigil to join.
